What is a Fire Risk Assessment?
A risk-based approach to fire safety came into force on 1st October 2006 in England and Wales and it affects employers and those who are responsible for non-domestic, industrial, commercial and residential premises.
At the core of the legislation lies the fire risk assessment: an organised appraisal of work activities and the workplace which identifies hazards and assesses the risk created.
Phoenix Fire & Safety will complete your Fire Risk Assessment, providing a detailed examination of your existing fire safety related documentation, a physical inspection of your premises and activities therein.
You will be invited to accompany the assessor through the assessment process, to assist with any questions and to help gain ownership of the assessment once complete.
What are the legal requirements?
Under the Regulatory Reform (Fire Safety) Order, a designated responsible person must carry out a ‘suitable and sufficient’ risk assessment of non-domestic premises. In a workplace, this is the employer and any other person who may have control of any part of the premises, for example the manager or owner.
The risk assessments should be reviewed periodically and whenever significant changes are made which could affect it, such as after building alterations, increases in the number of people present, or when new materials or processes are introduced.

- Identify fire safety hazards
- Identify people at risk
- Make recommendations to reduce the risk of hazards causing harm to as low as reasonably practical
- Suggest fire precautions and arrangements necessary to ensure the safety of people in your premises if a fire does start
Phoenix Fire & Safety will provide advice and respond to any queries during the assessment process which is later supported by your detailed written risk assessment.
Your written record of risk assessment will include an action plan to follow, and also offer suggested control measures or identify areas of concern that require attention to reduce the risk from fire so far as is reasonably possible. For example, this may include providing information and/or training to employees, visitors or members of the public, relating to the risks associated with your premises and activities therein.
Your action plan will provide suggested timescales to assist with your ongoing management of fire safety. You are then required to assign those ‘actions’ to specific named persons and monitor their completion within the given timescales.
Once complete you should make sure your Fire Risk Assessment is maintained and up to date. It is recommended that your assessment is reviewed annually. However, you will also need to review your fire-risk assessment if you suspect it is no longer valid, for example after significant changes or a fire incident.
